Our team is seeking a Warehouse Manager to perform Property Accountability Services (PAS) support for the Naval Surface Warfare Center Panama City Division (NSWC PCD). This Manager will be responsible for the development of processes, day-to-day operations of warehouse facilities and maintaining accountability in Navy Enterprise Resource Planning (NERP).

Duties/Responsibilities:

  • Responsible for the development, implementation and control the contractual, financial and technical aspects of the warehouse and materiel management in a Navy ERP environment.
  • Manage personnel to support the Accountable Property Systems of Record (APSR) to ensure 100% visibility and traceability of on-hand stocks, issues, and receipts, Navy equipment, Navy equipment life cycle logistics, supply, warehousing, distribution processes, distribution procedures, and distribution techniques.
  • Utilize Government and commercial off the shelf (COTS), automated life cycle logistics, Navy ERP, Defense Property Accountability System (DPAS), maintenance, warehousing and transportation management systems
  • Submit timely and accurate Navy ERP information IAW established policies, applicable processes, procedures, business rules and regulations.
  • Oversee the execution of government processes to include, but not limited to, the management of hazardous, classified/NATO sensitive, electrically sensitive, serial number/item unique identification (IUID), Radio Frequency Identified (RFID), or shelf-life identified materiel.
  • Manage the reception and acceptance of material at Navy storage facilities; including inspect shipping packaging and materiel for damage or leakage and inspect and verify the materiel receipt to the proper part number/materiel number, count and condition on the Navy ERP Purchase Order (PO).
  • Prepare materiel and coordinate movement for shipment including preparing shipment documents (DD Form 1149) and preparing materiel for scheduled pick-up (local materiel movement).
  • Ensure the appropriate Materiel Movement includes the movement of materiel, supplies, equipment, work-in-process, and related logistics support
  • Provide materiel receipt and inspection support. Receiving includes but not limited to:

            o Materiel receipt; handling and movement of materiel from transportation vehicle to permanent storage areas

            o Checking, tallying, and inspection of incoming materiel (e.g. number of containers and item count); 

            o Control and processing of receipt documents; receiving, physical handling incident to screening and identification of all items of returned materiel; 

            o Physical handling within central receiving area incident to receiving; documentation incidental to the foregoing operations; and KSDs efforts related to receiving.

· Conduct Monthly in Process Reviews (IPR) with the client and discuss or demonstrate progress documented in Status Report developed for the monthly IPR meeting.

Requirements

Qualifications / Required Experience:

  • Bachelor's Degree from an accredited college or university with a major in Supply Chain Management / Logistics Management / Business Administration OR active PMP Certificate from PMI / Accredited University.
  • Must be a US Citizen
  • Active Secret Clearance Required
  • 4+ years of experience managing warehousing operations within the Department of War and preferably Department of the Navy.
  • Experience with Department of the Navy warehousing/Supply systems
  • Manage and motivate warehouse teams, ensuring high levels of productivity and adherence to safety standards.
  • Knowledgeable in risk management policies and assessment methodologies, identifying and mitigating potential risks to warehouse operations.

Other Requirements:

  • Experience with/supporting Federal Government preferred
  • Experience managing cost, schedule, and performance metrics to optimize warehouse efficiency and meet program objectives.
  • Ability to communicate effectively and maintain good working relations with diverse groups.
  • Demonstrated expertise in utilizing Microsoft Excel and MS Teams, alongside proficiency in various MS Office applications including Excel.
