What You’Ll Do
The Director of Marketing will direct and manage the Texas Department of Agriculture’s Marketing section. You will lead the section in long-term planning to contribute to the attainment of the division’s objectives, and mission; monitoring and ensuring compliance with state and federal policies, procedures, guidelines, and regulations; and manage complex projects. You will supervise the work of others. You will work under minimal supervision with extensive latitude for the use of initiative and independent judgment.
Primary Responsibilities
Established and implement the vision and mission for the Marketing section and assist the Administrator for Marketing and Public Outreach/Special Advisor to the Chief of Staff and the Chief of Staff in implementing the vision and mission and strategic plan of the division through excellent communication processes both verbally and written.
Direct the Marketing section, including personnel management functions, budgeting for, and controlling expenses, performance appraisals, timesheet approval and ensuring compliance with agency policies and procedures, including development of techniques to evaluate programs for efficiency and productivity.
Supervise all program planning activities which include establishing program goals and objectives; developing schedules/standards for achieving them; prioritizing initiatives; and preparing written operating procedures and monitoring compliance.
Develop and recommend program guidelines, procedures and policies for review and approval by the Commissioner and appropriate management. Oversee agency compliance with approved policies and procedures.
Evaluate staff performance and analyze the workflow of the section to implement processes and procedures to increase productivity and efficiency.
Represent the agency at business meetings, hearings, conferences, and seminars or on boards, panels, and committees, including federal, state, and other stakeholder functions.
Ensure division staff is technically proficient in meeting long-term operational goals through activities such as classroom training, team building, on-the-job training, operational manuals, job rotations and special assignments and projects; and ensure employees share knowledge through cross training.
Participate in the annual budget planning and evaluation process for the section; maintain and monitor program budget and expenditures, take corrective actions as necessary.
Follow all TDA policies and procedures.
Perform other duties as assigned.
Qualifications
QUALIFICATIONS/REQUIREMENTS FOR THE POSITION (The application must state how each of the following qualifications are met - resumes do not take the place of the required state of Texas application which must be completed in CAPPS or WIT.)
Bachelor’S Degree.
Five (5) years work experience administering complex government programs and ensuring compliance with state and/or federal regulations of which at least (2) years must have been in a supervisory capacity.
Work experience administering programs and/or operations using modern marketing and/or economic development principles/procedures.
Work experience creating and implementing original outreach or promotional ideas and plans.
Valid Texas driver’s license and an acceptable driving record.

Experience serving in a director capacity
Knowledge, Skills & Abilities
Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; business and management principles involved in strategic planning, resource allocation, and leadership techniques; and the principles and practices of public administration and management.
Skill in establishing plans and setting objectives and goals that support an overall business strategy; decision making, including assessing risk and using good judgement to inform decisions and recommendations to leadership; and conflict resolution and working quickly and collaboratively to solve problems; and in providing excellent customer service to both internal and external customers.
Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively, orally and in writing; to supervise the work of others; to exercise sound judgment and discretion; and to maintain the highest level of confidentiality.
Physical Requirements & Working Conditions
Requires working in a normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 20%), occasionally overnight.
Telework & Work Hours
The agency does not offer telework. TDA employees are required to be physically present for work.
The agency’s core business hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday. TDA also provides limited customer service between 6:00-8:00 a.m. and 5:00-6:00 p.m.
