This EU Institution is the independent group focusing on the competence to investigate and prosecute crimes against the financial interests of the EU. These include several types of fraud, VAT fraud with damages.
You will join a team of experienced Solution Architects with expertise on several digital areas. The goal will be to implement a data framework and governance within the institution in line with existing governance and architectural models.
Tasks:
Assessment And Mapping
- Together with business stakeholders the candidate will define core data entities for the institution crime types under investigation (e.g. Customs, Fraud, MTIC, Money Laundering).
- Map and document investigative data flows across systems and domains to identify overlaps, data quality gaps, and integration opportunities.
- Extend the assessment and mapping to other types of data relevant for the organisation covering all business entities.
Data modelling and Ontology Definition
- Develop conceptual and logical data models and ontologies to describe data structures, relationships and reuse mechanisms.
- Develop, validate tools and standard procedures to ensure the accuracy, consistency of data models and ontologies across the organisation.
- Define data architecture blueprints for consuming services and projects towards data models.
Develop a comprehensive data science framework and architecture to support the client’s crime investigations
- In collaboration with business stakeholders, define the processes and architecture for responsibly collecting, processing, analyzing, and interpreting data to enahnce investigative effectiveness.
Governance and Access Principles
- Define a governance model and procedures for data governance, quality control, metadata management and secure access.
Data Management Strategy
- Design and implement scalable secure and interoperable data architecture that establishes guidance to ensure data solutions support organisational excellence and innovation.
Skills
- Proven experience indata architecture, modelling, metadata management using tools such as OpenMetaData, Collibra, Apache Atlas - practicel expertise in data quality frameworks.
- Strong understanding of data governance frameworks, ontology development, federated data models using tools like Denodo or Dremio.
- Expertise in data integration and orchestration tools such as Airflow, Airbyte, dbt, or Azure Data Factory - and data cataloguing experience.
- Ability to handle technical concepts and explaining this to non-technical stakeholders.
- Guiding analysts and investigators in evolving from basic reporting to advanced analytics and data-driven investigation, leveraging tools like PowerBI for visualization and best practices in data literacy.
- Hands-on experience deploying architecture or analytics frameworks in intelligence or law-enforcement organisations.
Advantageous Skills
- Knowledge of GraphDB, API integration using GraphQL.
- Understanding EU GDPR data protection security regulations.
- Governance and policy code - data visualisation and cloud or hybrid-data solutions.

Requirements
- Hold a Bachelor’s degree or higher in Data or Computer Science
- More than 5 years of professional experience in enterprise level organisation Data Architecture type roles.
