In this role, you will be responsible for reviewing and processing non-typical contracts, supporting attorneys negotiating contracts, and maintaining contract templates.

  • Contract Administrator I, B26, $77,000 - $110,000
  • Contract Administrator II, B28, $95,000 - $130,000

TxDOT reserves the sole right in determining the level of position based on the applicant’s work experience, education, skill level and all other appropriate factors, and based on business needs.

Position Description

 

Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Contract Administrator I:

  • Confers with procurement staff, legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and procedures.
  • Develops short and long-term strategies and goals for the administration of assigned contracts.
  • Develops, writes, revises and/or prepares, procurement documents, change orders, work orders, agreements, time extensions and acceptance testing.
  • May conduct training on complex contracting issues of statewide significance.
  • Oversees and provides advanced technical assistance to plan, develop, implement, and monitor effective programs; researches and makes recommendations concerning contract administration systems.
  • Oversees contract documents and ensures management understands and authorizes contract terms involving multiple statewide contracting programs.
  • Oversees development, writing, revision and/or preparation of highly complex contracts, amendments, subcontracts, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
  • Oversees maintenance, updating, and compilation of detailed data, reports, summaries, files, records, logs statistics or specific contracts including procurement documents and revisions; oversees writing of routine and unique correspondence.
  • Researches complex state and federal statutes and opinions, Department policies and previous contracts.
  • Performs other job responsibilities as assigned.

Contract Administrator Ii:

All Of The Above With The Addition Of The Following:

  • Develops and implements management controls and oversight procedures.
  • Develops and monitors the section/branch budget.
  • Ensures compliance with laws, regulations, policies and procedures pertaining to functional area. 
  • Oversees the operations and activities of monitoring contract performance, including developing and tracking key metrics.
  • Coordinates the training of new professional and/or technical contract staff.
  • Facilitates analysis, oversees interpretation of legislation, statutes, federal regulations and implements the development of policies and procedures to ensure compliance with Department and governmental regulations.
 

Minimum Qualifications:

Contract Administrator I:

  • Education: Bachelor's Degree in business administration, finance, or a related discipline.
  • Experience: 6 years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part time equivalent)
  • -Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Contract Administrator Ii:

  • Education: Bachelor's Degree in business administration, finance, or a related discipline.
  • Experience: 7 years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part time equivalent)
  • -Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Licenses And Certifications:

Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications:

  • Cert TX Contract Mgr (CTCM)
  • Cert TX Contract Dev (CTCD)

Physical Requirements And Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
