The Arlington County Treasurer’s Office is seeking a Business Systems Analyst III to report directly to the Deputy Treasurer for Technology as part of the Technology Unit. As an elected official, the Arlington County Treasurer is accountable to the citizens of Arlington County. The Technology Unit of the Treasurer’s Office is a small team tasked with supporting the office in pursuit of future efficiencies, cost savings, and innovations. The team is responsible for providing analysis and reporting, beyond the capabilities of vendor-supplied systems; support for certain vendor-supplied systems, software security for the office; and end-user support for software and hardware matters. The Technology Unit is also the primary interface between the Treasurer's Office and the County’s IT department.
Major Job Duties:
- Performing complex queries and data analysis, and producing reports to identify trends, for use in operational decision-making and future projections;
- Providing program and project management oversight to facilitate technical best practices and quality assurance of deliverables;
- Coordinating hardware, software, network, and telecommunications office-wide support;
- Developing, implementing, and maintaining data and application security measures;
- Serving as liaison with Countywide IT department and other County departments and projects, to resolve issues and keep Treasurer’s Office management apprised of enterprise-wide technology initiatives;
- Advising the Treasurer and senior management, and contributing to office-wide strategic planning regarding technology-related matters and infrastructure;
- Assisting in gathering requirements and testing procedural changes in the enterprise tax administration system;
- Managing relationships with vendors and other external entities, including the credit card processor and state organizations.
Other Duties Include:
- Leading management planning and completion of the County’s PCI certification;
- Supporting the post-implementation customization by the vendor of a new version of the County’s tax administration system, including system and user security; and
- Leading system upgrades and maintenance projects.
The ideal candidate will possess strong critical thinking skills and strong written and oral communication skills for direct communication with customers, co-workers, and management. The candidate will be a quick learner with an inquisitive nature, skilled at problem solving, and possessing flexibility along with an ability to challenge the status quo.
Minimum Qualifications:
- Bachelor's degree in Computer Science, Information Systems Management, Mathematics, or a related field;
- Considerable experience with information systems and process redesign, managing and implementing all phases of the systems development life cycle; and
- Considerable years of project management experience in a complex information systems environment.
Substitution(s): Additional relevant experience may be substituted for the education requirement on a year-for-year basis.
Desirable Qualifications: Preference may be given to candidates with experience in one or more of the following:
- Leading a team of analysts or developers;
- Scripting languages such as Python, R, and SQL;
- Business statistics and data analysis using visualization software such as Tableau or Power BI;
- Public administration and/or tax-administration; and
- General knowledge of accounting, especially governmental accounting.

Additional Information
Work hours: This is not a remote opportunity; employees are expected to be in the office full-time. Normal office hours are Monday through Friday, from 8:00 a.m. to 5:00 p.m.
All positions within the Treasurer’s Office are Non-Bargaining (NB).
