About The Role:

We are seeking a Budget Controller to join our Finance team in Luanda. This person is responsible for planning, tracking, and controlling project budgets to ensure financial efficiency and compliance with company policies. This role acts as the primary liaison between project managers, finance teams, and other stakeholders to maintain transparency and control over project financials.

Key Responsibilities:

Strategic Budget Oversight

  • Support and further enhance the development and implementation of organization-wide budgeting policies and guidelines.
  • Coordinate the planning calendar and establish financial planning parameters in alignment with the Group Controlling team.

Budget Monitoring & Reporting

  • Review departmental and sector budgets for accuracy and compliance.
  • Analyze budget variances and prepare regular financial performance reports for the management.

Cost Control – Business Units & Projects/sectors

  • Lead cost monitoring and control for business operations and project delivery.
  • Ensure costs stay within approved budgets and identify efficiency opportunities.
  • Ensure the systems have the appropriate mechanisms to identify deviations.

PO Approval & Compliance

  • Approve Purchase Orders, ensuring alignment with Work Breakdown Structure (WBS), project codes, and internal financial and fiscal procedures of Angola.

Contract Financial Management

  • Oversee contract financial execution including:
  • Monthly progress certificates and contractor invoicing
  • Retention and down payment tracking
  • Contractual status and financial performance
  • Supervision of CAR (Contractor’s All Risk) insurance compliance
  • Supervise the validity of Bank Guarantees, including Down Payments (DP) and Good Performance guarantees, in accordance with contract terms.

Governance & Digital Tools

  • Ensure adherence to financial governance, legal standards, and audit requirements in alignment with local and global Finance departments
  • Leverage advanced financial tools (e.g. Power BI, SAP, Oracle) for budgeting and 

Key Deliverables

  • Approved project budgets and forecasts.
  • Monthly or quarterly financial status reports with variance analyses.
  • Recommendations for cost-saving measures or reallocation of funds.
  • Audit-ready project financial records.

Requirements

  • Bachelor’s or Master’s degree in Finance, Accounting, Business Administration or related field.
  • Minimum 4–7 years’ experience in budgeting, financial control, and cost monitoring (preferably in project-driven sectors).
  • Expertise in budgeting software (especially Power BI), Excel, ERP systems, Oracle/Azure or similar.
  • Strong understanding of PO and contract lifecycle processes.
  • Familiarity with bank guarantee instruments in contractual frameworks.
  • Fluency in English and Portuguese, both written and spoken.
  • Excellent analytical, organizational, and cross-functional leadership skills.
  • Strategic mindset with strong attention to detail.
  • Effective communicator with ability to liaise between executive, operational, and technical teams.
  • Experience in industries such as construction, infrastructure, services.
  • Proactive approach to problem-solving and continuous improvement.
  • Ability to manage multiple priorities and adapt in dynamic environments.
