The Opportunity – Gaza Field Office Manager (National Position)

Post location:  Gaza Office, oPt CO

Contract Duration: 12 months

Role Purpose:

The Field Manager (FM) is a forward looking senior management role responsible for the overall leadership, oversight, coordination, and delivery of Save the Children International (SCI) programmes in Gaza. The FM provides day to day field level management and coordination across Human Resources, Supply Chain, Security, Representation, and Advocacy functions through matrix management arrangements, while direct line management and technical accountability remain with oPt Country Office teams.

The FM ensures effective programme implementation, operational continuity, risk management, and adherence to SCI policies, standards, and humanitarian principles, while fostering strong internal coordination and external representation in a complex and volatile operating environment. S/he will work under the supervision of the Head of Operations Gaza (HoO). In fulfilling his/her responsibilities, including budget holding, s/he will work with other managers to ensure programs are carried out in line with SCI’s country and global priorities.

SCI is a 'dual mandate' organisation and as such equal priority will be given to both humanitarian and development work. SCI strives to ensure the fundamental rights of children, such as survival, safety, constant access to protection and education can be guaranteed. As part of a commitment to working with children through humanitarian interventions SCI support programmes in both sudden onset and chronic emergency situations.

Given the protracted and highly volatile humanitarian context in Gaza, the Field Manager (FM) is expected, to operate beyond the standard role profile, providing enhanced leadership and coordination. This includes the flexibility to adjust working hours and availability in line with heightened operational demands and life saving response priorities.

Scope Of Role:

Reports to:  Head of Operations Gaza

Staff reporting to this post: Programme Managers in Gaza Field Office, and Administration Office.

Role Dimensions: The role is complex dealing with the SC Members, Donors, Country Office, UN Agencies and mechanisms such as cluster engagement, INGOs, partnering with Local NGOs, delivering quality programmes in a timely manner in areas of varying insecurity all being rated as a minimum, insecure. Gaza is classified by the UN as the most complex humanitarian disaster in the world and a Category Two Emergency by SCI. There are approximately more than staff within the FO.

Key Areas Of Accountability:

  • The operational planning of activities for the overall implementation of SCI’s activities in Gaza strip.
  • Effectively using support services (Supply Chain, Admin, HR, and Finance) to undertake key activities and work cooperatively with Head of Operations in Gaza and all Program Managers (PM) to ensure all activities run efficiently, effectively and of the highest quality.
  • Working with the HoO and Technical Advisers (TA) to support the update of SCIs oPT response strategy, Field Office Response Strategy, the master budget and results framework.
  • Contribute to high quality concept notes and proposal development.
  • Prepare and oversee programme operations to ensure timely delivery of programme activities (for example, monitoring against log-frames, individual performance management work-plans).
  • Oversee the monitoring of and regular reporting on all Awards managed in the FO ensuring the highest level of integrity, accountability and program quality.   
  • Oversee multi-agency coordination in designated FO area and lend support to overall interagency clusters where appropriate.
  • Coordinate with S&S team and contribute in developing and implementing an effective safety and security management plan for offices within the FO ensuring these are revised at regular intervals to reflect changing and emerging security situations.
  • Ensure all new programmes are developed reflecting and taking into consideration the changing security environment and associated contingencies are robust. 
  • Manage logistics processes to ensure procurement, storage and distribution of stock, supplies and services of high and in a timely manner.
  • Ensure adequate staffing and staff structure for the FO in consultation with Programme development and Quality (PDQ) and Programme Operations teams reflecting the real needs and effective efficient implementation of programs. 
  • Support FO recruitment mechanisms ensuring effective performance management processes are in place and utilised. 
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the SCI standards, Sphere Charter, Core Humanitarian Standards and Red Cross Code of Conduct.

Capacity Building:

  • Identify learning and training opportunities for SCI staff in the FO.
  • Implement a partnership & localisation strategy, ensuring implementing partners are selected and assessed in accordance with SCI protocol, 
  • Develop an appropriate partner capacity building strategy, identifying areas where partners can build SCI capacity. 

Representation & Advocacy & Organisational Learning:

  • Ensure SCI's work is coordinated with the respective UN authorities, other agencies and local communities in the respective FO location, 
  • Take a leadership role within Interagency Coordination forums, ensuring the needs of children are being addressed.
  • Identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required.

Programme Quality:

  • Ensure accountability to beneficiaries and humanitarian principles are mainstreamed in all programmes.
  • Work with the Monitoring and Evaluation Accountability Lessons Learned (MEAL) Advisor to ensure MEAL staff are appropriately utilised to strengthen community engagement, analyse and share data and discover and disseminate lessons learned within the FO and address CO reporting requirements.

General:

  • Comply with SCI policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Ensure the security, health and well being of all staff.
  • Staff management and other processes and policies and systems reflect SC's principles of equity and fairness.

In order to be successful, you will bring/have: 

Qualifications

  • Post graduate qualification in Finance Management, Grants Management or equivalent.

Experience And Skills

Essential:

  • Previous experience of managing a large team (50 -150 staff)
  • Previous experience of project management, including multi sector programmes for at least 8 years
  • Budget management experience including institutional donors                  
  • Security management experience in insecure environments
  • Field level representation with key stakeholders and co-ordination with other NGOs/UN
  • Demonstrable experience of MEAL and beneficiary accountability
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Strong influencing skills and experience in advocacy
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and insecure working circumstances.
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support to beneficiaries.
  • Previous experience managing a refugee response
  • Excellent written and verbal communication skills in both English and Arabic are essential.

Desirable

  • Multi-site management experience
  • UN agency, ECHO, and/or FCDO, NORAD, GAC programme management experience
  • National level representation with key stakeholders and co-ordination with other NGOs/UN
  • Media trained
