Company Description
Mozambique LNG is a strategic liquefied natural gas development led by TotalEnergies, with an overall project cost on the order of USD 18 billion.
The onshore scope comprises two LNG trains with a combined capacity of 13 million tonnes per annum (mtpa), along with LNG and condensate storage, marine facilities (jetty and loading systems), utilities, and early site infrastructure. The latter includes resettlement villages, security works, an airport, permanent camps, and access roads.
The onshore EPC contracts represent approximately USD 9 billion, of which construction activities account for around USD 4 billion.
At peak execution, the site workforce is expected to reach approximately 15,000 personnel on board (POB).
Job Description
The Afungi Upsteam Installation and Construction Manager reports to the EPCI Installation Manager and is responsible for the following elements of the installation and construction scope related to the Offshore Engineering, Procurement, Construction and Installation (EPCI) Contract:
1. Shallow Water installation and construction scope delivery (near shore and onshore).
2. Shallow Water and Deepwater installation and construction scope day to day in-country coordination and support (note that Deepwater Installation Vessels report directly to the EPCI Installation Manager, and the respective Site Representatives are responsible for delivery of allocated scope).
At peak the Company Team reporting to the Installation and Construction Manager is approximately 20 full time positions at the Afungi Site. Significant resources and assets will be deployed by the MTV Consortium for the installation scope including Pipelay Vessels (Deep Energy, Solitaire and Stingray), Construction Vessels (Skandi Africa and Olympic Challenger) and various Dredging Vessels to conduct the scope.
The position holder shall work in conjunction with in-country counterparts in the MTV Consortium and is expected to ensure a robust fit for purpose work scope is delivered in line with agreed execution plans, technical requirements, and Project HSEQ requirements. The position is the senior representative
of the Upstream Division at the Afungi LNG Site and is responsible to ensure that working interfaces between the Downstream and Upstream Divisions are properly recognized and executed to the global benefit of the project.
The Afungi Installation and Construction Manager is expected to be present onshore at the Afungi Site and is a rotational (28/28) position. Travel on mission to installation vessels and other project locations where members of the installation team are present will be expected as needed.
Management and coordination of in-country EPCI Contract installation and construction scope delivery and team during the project execution phase.
- Safe and on time delivery of the installation and construction scope of work within the EPCI Contract whilst ensuring a high level of quality consistent with a project design life of 30 years.
- Ensure compliance with Company HSE requirements within all work activities.
- Provide project management and leadership of the Company Afungi Site Team during the installation and construction phases.
- Act as the senior representative of the Upstream team, resident onshore, and assume the RSES-Deputy functions at Afungi Site.
- Monitor, report, review and manage all facets of EPCI activities at Afungi Site (including risks) to ensure that schedule, technical, quality and HSES requirements are, as a minimum, met or improved upon.
- Provide leadership in identification and resolution of interface issues, in conjunction with managers / senior discipline engineers, in an efficient and cost-effective manner – this includes between the Downsteam and Upstream Divisions / Port Authority elements at the Afungi Site and ensure continued communication with Company Downstream representatives to ensure access to offloading and camp facilities.
- Pro-actively identify potential clashes between Contractor requirements (site access, vessel approaches, etc) and Company Onshore Contractor and proactively resolve issues whilst keeping the EPCI Installation Manager informed.
- Ensure that a safe system of work is implemented and strictly adhered for all EPCI activities at the Afungi Site.
- Ensure that the Afungi Team organisation is matched to the relevant project phases and that resources are identified, mobilized and demobilized in
- accordance with the plan.
- Ensure appropriate processes / ways of working are established and implemented appropriate to the work activities being undertaken.
- Ensure that all scope activities are performed in compliance with project technical requirements and fit for purpose.
- Provide leadership within activities for HSSE performance and compliance including monitoring of performance, implementation of corrective measures for performance issues and pro-active implementation of schemes / activities to improve upon good performance.
- Provide leadership in performance and compliance across all activities with a high regard to Quality Assurance and Control.
Qualifications
- Minimum of 20 years relevant track record in general offshore and onshore construction activities, with minimum of 15 years’ experience in management of construction and installation activities for large scale EPCI contracts with dredging, pipeline landfall / offshore work elements.
- Proven team leadership / management experience.
- Able to assess and analyze contractor plans and robustness of overall execution planning.
- Able to communicate efficiently to all stakeholders (EPCI team, onshore site CPY rep., MTV Consortium leaders, etc.)
- Fluency in English language and capable to represent the project in front of all stakeholders in a professional and organized manner.
- Tertiary level education.
- Valid FTW, BOSIET and OGUK Offshore Medical certifications.
