Napier City Council is preparing for one of the most significant transformations in the water sector in a generation — and we’re looking for an experienced Senior Business Analyst to help lead the way.

In this pivotal role, you’ll work at the heart of our Water Services Directorate, supporting the transition from a Council-managed function to a future, standalone water services organisation. Your focus will be on ensuring our systems, data and business processes are robust, compliant, and ready for handover under national water reform.

You’ll analyse current operations, design fit-for-purpose processes aligned to best practice and legislation, and support the separation and implementation of standalone systems. Working closely with internal teams, iwi/Māori, regulators and national agencies, you’ll help shape governance frameworks, transition roadmaps, and change initiatives that enable a smooth and successful transition.

This is a high-impact role for a seasoned business analyst who thrives in complex, reform-driven environments and enjoys turning ambiguity into practical, data-driven solutions. You’ll bring strong stakeholder engagement skills, a solid understanding of public sector or infrastructure transitions, and the confidence to operate at both strategic and operational levels.

This is a permanent, full time opportunity working 40 hours per week, Monday-Friday. You will be based in Napier.

The annual salary package for this role is between $105,700-$124,300 (including KiwiSaver), with the final offer depending on your skills and experience.
