  • Engineer I:             $ 73,568 - $106,674 Annually
  • Engineer II:           $ 89,017 - $129,075 Annually
  • *Salary offer dependent upon experience and qualifications at the time of hire.

Offering a $2,000 hiring bonus for new hires in this engineering and project management role.  In addition, there will be an additional $2,000 bonus upon the successful completion of the 6-month probationary period.

Job Summary:

The Civil Engineer I/II for Water and Sewer Development Review is the primary point of contact within the Water and Sewer Department with Community Development and Engineering Development Review for potential development coming to Greeley. The position is responsible for ensuring that water and sewer design standards are met in new development projects, coordination of oversizing and cost sharing agreements, review of development agreements, and infrastructure requirements for specific developments. This requires a good understanding of how the City’s development process functions and the role that Water and Sewer plays within it. The employee must have the ability to quickly analyze a development plan or proposal and identify the relevant codes and city policies that apply. The employee will support the department in modelling potential expansion or rehabilitation of water and sewer systems across the City to support development. Good communication skills are critical to clearly convey the water, sewer, non-potable, and raw water needs to both the development applicant and other city staff in Community Development and Public Works. Good customer service is a required skill as timely and politically sensitive interactions with development customers are core component of the job. 

The Civil Engineer I/II for Development Review will also assist the Water & Sewer Department with the implementation of the capital improvement program through some limited project management activities. Activities may include, but are not limited to, cost estimating, budgeting, management of projects, and field investigations. For the projects the employee is managing, the Engineer I/II will ensure construction activities meet City requirements, controlling the timelines, costs, and quality.  This position requires a self-motivated person with sound judgment, problem solving skills, and abilities to work in collaboration with different project team, contractors, and the public. 

Experience, Knowledge, Skills:

Minimum Requirements

All Levels:

  • Bachelor’s degree (four-year degree) in civil engineering, construction management or Building Science, or a related field from an ABET (Accredited Board for Engineering and Technology) college or university
  • General understanding of civil engineering, utilities infrastructure, and water and sewer system rehabilitation
  • One (1) or more years of experience working with GIS, InfoWater, Infoworks ICM, MS Project and Excel

Level I

  • One (1) to four (4)  years of experience working as a Development Review Engineer or in a closely related field
  • Colorado Professional Engineer (PE) or Engineer in Training (EIT) certification, or the ability to obtain Colorado Professional Engineers (PE) license within one year. 
  • If licensure is held within any other state, candidate must apply for reciprocity to receive licensure in Colorado within six (6) months of hire.
  • If licensure is held within any other state, candidate must apply for reciprocity to receive licensure in Colorado within six (6) months of hire.

Level Ii

  • Four (4) plus years of experience working as a Development Review Engineer or in a closely related field
  • Colorado Professional Engineer (PE) Certification or the ability to obtain Colorado Professional Engineers license within one year. 
  • If licensure is held within any other state, candidate must apply for reciprocity to receive licensure in Colorado within six (6) months of hire.
  • If licensure is held within any other state, candidate must apply for reciprocity to receive licensure in Colorado within six (6) months of hire.

Preferred Qualifications:

  • Master’s degree from an ABET accredited college or university
  • At least two (2) years of experience working as a development Review Engineer or in a closely related field preferred
  • One (1) or more years of experience working with GIS, InfoWater, Infoworks ICM

Or

  • A combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job

And

  • Possession of a valid driver’s license

TRAVEL: Category B – Regular Local/Field Based Travel:  This position requires regular travel within the County and nearby cities.  Employees frequently travel to field sites, client locations, or other City buildings as part of their job duties.  Access to a personal or City fleet vehicle may be required.

Work Environment And Physical Requirements:

  • Work location is a combination of office and field. 
  • Frequent public contact by telephone and in person. 
  • Frequent interaction with office and field staff. 
  • Frequent participation in meetings and construction field sites.
  • Exposure to all weather conditions and various types of noise when on project sites.
  • Fieldwork involves working in and around construction projects with heavy equipment being used by contractors. Safety equipment such as hard hat, reflective safety vest, hard toe boots, and safety glasses are provided and used as needed.
  • Position requires incumbent to be ambulatory.  Work sites may include rough, uneven, rocky, or steep surfaces.
  • Mobility and manual dexterity to inspect work sites, operate vehicles, and use computer equipment.  Applicant must be able to climb ladders and walk a minimum of one (1) mile at a time and must be able to use hands to handle, feel, and reach with hands, arms, and fingers.
  • Vision enough to interpret written documents, interpret engineering drawings, and inspect work products.
  • Communication skills to adequately convey information to contractors, property owners, other personnel, and the public.
  • Duties may occasionally require light to moderate physical effort including stooping, kneeling, crouching, crawling, frequent standing, or walking, frequently lifting and/or moving up to 10 pounds, and occasionally lifting and/or moving up to 25 pounds.
  • Extensive work is performed on a computer.
