Hr Operations Manager
Position Purpose:
This role is responsible for managing and overseeing all payroll, personnel administration, benefits, and legal reporting processes end-to-end for Algeria. The job holder ensures systemic integrity, legal and corporate compliance, and effective coordination between HR and all internal and external stakeholders, being the Bayer representative to Authorities.
Major tasks and responsibilities of position:
Payroll Management
- Ensure accuracy, timeliness, and legal compliance of monthly payroll for all employees.
- Collect required data, perform data maintenance (including on global and local systems, such as Workday and Agirh), and establish control mechanisms.
- Prepare monthly closing and payment files; ensure effective coordination with Finance and other relevant departments.
- Manage entry and exit processes, organizational changes, and payroll reflections for all employees.
- Collaborate with the Total Rewards Lead-MENAT on annual compensation and benefits cycles.
- Perform random checks of monthly calculations after payroll processing.
- Ensure following the applied tax & social security laws
- Provide data and analysis for HR provisioning and actuarial processes.
Legal and Statutory Reporting
- Ensure timely and accurate fulfillment of legal obligations.
- Manage Social Security (CNAS) and National Employment Agency (ANEM) declarations, as well as all official processes and notifications.
- Ensure proper registration and management of employee contributions to CNAS, maintaining accurate records and updating changes as needed.
- Prepare documents for audit processes and maintain effective communication with relevant authorities.
- Being the focal point of contact in dealing with labor office /Syndicate and the Social security local authorities
- Monitor changes in legal regulations and tax arrangements, updating relevant managers and colleagues.
Document and Records Management
- Maintain accurate and updated employee personal data in the system.
- Track annual and other types of leave; conduct year-end leave reconciliation.
- Manage and coordinate the archiving process to ensure compliance and easy retrieval.
Personnel Administration & Employee Inquiry
- The position owner is the sole responsible for personnel administration and employees’ queries for all HR processes in Algeria; ensures administrative and coordinative support from wider HR team when needed.
- Manages from end-to-end the operational tasks for the entire employee lifecycle in Algeria from Onboarding to Offboarding.
- Ensure the accurate and timely data input and preparations of HR documents such as employee letters and employment contracts, etc.
- Has ownership for the resolution employees’ queries ensuring timely, accurate and value add responses.
- Provide HR-related advice to employees with regards to (new) rules and regulations.
Qualifications, Skills And Experience:
Education
- Bachelor’s degree in Business Administration, Finance, Human Resources, Economics, or a related field.
- Master’s degree or relevant professional certification (e.g., CPA, CIPD, SHRM) is an asset.
Experience
- Minimum 5 years of progressive experience in payroll, personnel administration, and HR operations in relevant managerial position .
- Experience in working with governmental authorities, including in registrations and reporting to CNAS and ANEM.
Skills
- Strong knowledge of Algeria's Labor Code, tax regulations, and social security legislation.
- Advanced proficiency in HR information systems and payroll systems.
- Proficiency in MS Excel and data analysis for reporting and budgeting.
- Experience with ERP systems and process improvement initiatives.
- Strong analytical and problem-solving skills with a high level of accuracy and attention to detail.
- Ability to translate complex legal and payroll topics into practical solutions for stakeholders.
- Strong organizational and time management skills, with the ability to manage multiple priorities.
- High learning agility and proactive approach to process improvement.
- Strong sense of ownership, accountability, and confidentiality.
