Senior Procurement Professional - Public Sector Programmes

Job Description

Delivers procurement processes, documentation and governance to support direct procurement and Acquisition Strategy implementation across major health programs at Turner & Townsend. 

Key role responsibilities

Lead complex procurement processes and documentation (instructions, criteria, negotiation plans, award reports) for major public sector programmes. As such, experience of public sector procurement frameworks is a must, i-e Public Contract Regulation 2015 etc. 

Provide senior assurance for strategies, business cases and evaluation governance.

Coach and develop procurement staff to support knowledge transfer requirements.

Coordinate procurement alignment with other program directorates.

Manage supplier engagement and procurement communications.

Maintain tender event schedules, risk registers and progress reporting.

Support business case development and approvals.

Ensure PCR‑compliant procurement activity.

Higher levels lead complex procurements independently.

 

Qualifications

• 4-8 years’ end‑to‑end public procurement delivery experience.
• Public Contract Regulation 15 is highly desirable.
• Strategic sourcing expertise and sector knowledge.
• Experience delivering complex procurements.
• MCIPS or equivalent.
• Strong documentation, governance and stakeholder capability.
• Experience in NHS or government programmes is advantageous.
• Good understanding of UK public procurement regulations and commercial models (e.g., NEC, MMC).
